Freight Forwarders at the Port of Dakar: A Practical Guide

Your container or grouped shipment has been announced at the port of Dakar and you do not know where to start. A freight forwarder is the licensed intermediary who declares your goods to Senegalese customs, advances certain fees and organises the release from the port. Choosing well means avoiding weeks of immobilised cargo and demurrage charges that climb fast.

What a forwarder actually does

The forwarder, also called a customs broker, acts in your name before Senegalese customs. In practice they will:

• collect the bill of lading from the vessel's shipping agent and pay the file fees,
• file the customs declaration in the customs IT system,
• present the goods for physical inspection if customs requests it,
• settle duties and taxes, then obtain the release order,

Check the licence before you sign

• the licence number and the company NINEA (tax identifier),
• the trade register entry,
• a written mandate that states the scope of the mission,
• an itemised quotation, line by line, not a vague lump sum.

Be wary of the fixer who approaches you outside the port gates, has no office, and asks for a cash deposit without a receipt. An established professional has a verifiable address, often along Route de Rufisque, in Plateau or towards Hann, and invoices from a company account. If they refuse to show you the customs receipt at the end, walk away.

Documents to prepare

Delays rarely come from customs. They come from a missing document. Before the vessel arrives, gather:

• the commercial invoice, or a pro forma invoice for personal effects,
• a detailed packing list, with weights and carton count,
• the original bill of lading or a telex release,
• your ID or passport, plus the NINEA for a company,
• the certificate of origin, and sanitary or phytosanitary certificates for food,

Trucking a container from the port into central Dakar, Mermoz, Sacre Coeur or Liberte 6, commonly runs between 60,000 and 150,000 FCFA, more towards Rufisque, Diamniadio or upcountry. Add handling, scanner fees and, above all, demurrage, which starts running as soon as the container free time expires.

Two useful habits: ask for the exact free time expiry date as soon as the vessel arrives, and avoid peak congestion, especially the weeks before Tabaski and the end of year rush. The rainy season, July to October, also complicates storage of humidity sensitive goods.
